  • HI has been working in Bangladesh since 1997, with a focus on creating sustainable changes in terms of ensuring the rights and inclusion of people with disabilities in society. HI is an independent and impartial aid organization working in situations of poverty, exclusion, conflict, and disaster throughout Bangladesh. With projects in different districts of the country, HI works not only with people with disabilities and other vulnerable populations, but also with their families, their communities, and local humanitarian actors in order to respond to their essential needs, improve their living conditions, promote respect for their dignity and fundamental rights, and provide sustainability in its action. As one of the key organizations in the disability sector, HI has a wide range of projects which assist to promote the inclusion of persons with disabilities and their issues in emergency and development contexts, building capacities of local stakeholders, and reducing the impact of natural and human-made disasters. Particularly in Cox`s Bazar district, HI is providing services in rehabilitation, MH/PSS, SRH, protection, and inclusive education with an inclusion mainstreaming approach to refugees and host population affected by the forcibly displaced undocumented Myanmar nationals. HI`s multi-sectoral mobile units (MU) and static approach are currently working in 15 camps located in both Teknaf and Ukhiya Upazilas and surrounding host areas providing comprehensive services in physical rehabilitation, and primary health care, protection, and MH/PSS.
  • HI is currently implementing development and humanitarian response project in Kurigram, and Cox`s Bazar district through 4 project offices (Kurigram, Ukhiya, and Teknaf) and 2 coordination offices (Dhaka and Cox Bazar).

  • HI is currently looking for protection officers for its different projects. Reporting to the Team Manager/Project Manager/Senior Project Manager, the Protection Officer contributes to the implementation of the mandate and the 10-year strategy of Humanity & Inclusion in the country where s/he is based. The protection officer contributes to the implementation of his/her project, ensuring the optimal quality and impact of the project. S/he works closely with the programme and technical team.

Job Responsibilities :
  • Mission 1: Operational implementation
  • Responsibility 1: Provide support to those in need of protection assistance
  • Throughout weekly plans, conduct door-to-door visits to support the identification and registration of persons with specific needs.
  • Ensure and oversee those specialized needs, including Protection, MHPSS, Physical and Functional Rehabilitation, basic health care, and recreational, are internally referred to HI specialized Officers in compliance with best practice and international standards related to the safety, participation and informed consent, non-discrimination, and respect of beneficiaries, in addition to the confidentiality of his/her information.
  • Ensure that needs falling outside of HI's scope, relevant services/protection assistance for survivors/at-risk persons including but not limit to SGBV, Abuse, Child Protection, Shelter, Wash, and Food Assistance, are externally referred to relevant actors, in a timely, safe and adequate manner, in compliance with best-practice and international standards, and by use of the Inter-Agency referral form.
  • Upon relevant or adequate support and collaboration with Team Manager or HI's specialized Officer(s), ensure timely and quality follow-up of service provision, in line with the general guidelines on timing and frequency associated with a risk assessment.
  • Responsibility 2: Organize and conduct group awareness-raising activities and information dissemination:
  • Organize and conduct awareness-raising activities, FGD, and information sessions on inclusion and protection-related issues.
  • Contribute to building positive relationships within the community including with community leaders and other external stakeholders.
  • Ensure information dissemination about services available to empower persons of concern and facilitate participation in decision-making.
  • Maintain up-to-date understanding of target communities including protection trends and social dynamics to contribute to protection monitoring exercises and support adaptation of services.
  • Responsibility 3: Data Collection, Storage, Analysis, and Sharing
  • Support Protection Monitoring processes through tracking, recording, and compiling protection incidents as reported through daily updates from volunteers and refugees, community interviews, community focus groups with multiple subpopulations including persons (women) with disabilities and elder persons, and referral monitoring.
  • Providing support to the social worker regarding the internal management and documentation of the case is needed in line with internal standard operating procedures and guidelines.
  • Ensure cases are documented safely through mobile data and other data collection methodologies.
  • Adhere to HI's data protection and confidentiality protocols.
  • Responsibility 4: Networking and representation
  • Identify and network with external service providers to reinforce referral mechanisms;
  • Support the Team manager in the continuous mapping of services available in HI's areas of intervention.
  • Establish and maintain positive and efficient relations with target beneficiaries, community members, and all the other actors operating in the camp.
  • Participate in protection and/or coordination meetings with other stakeholders upon request of the Team Manager.
  • Responsibility 5: Support the COVs in community-based support mechanisms
  • Contribute to the identification, training, and support of community outreach volunteers (COVs) to safely identify and refer persons of concern with specific attention to older persons and persons with disabilities.
  • Support the Technical Team in building the capacity of COVs through training and the-job-coaching related to protection and psychosocial support (PSS) interventions and best practices with specific attention to children, older persons, and persons with disabilities.
  • Oversee COVs in their service delivery through monitoring daily attendance and working hours, reviewing performance, and coordination with fellow mobile unit staff for quality and consistency.
  • Support the COVs to organize and facilitate awareness-raising activities and information sessions on protection-related issues among the community, with a specific focus on the inclusion and rights of older persons and persons with disabilities.
  • Oversee data collection and activity reporting by COVs to ensure confidentiality and achievement of program targets in close coordination with the MEAL department.
  • Ensure information dissemination about services available among COVs to empower them to conduct timely and effective referrals. (Note: This responsibility will be used for project needs).
  • Ensure compliance with HI technical standards and Code of Conduct.
  • Ensure PSEA and Child Safeguarding standards are upheld.
  • Mission 2: Emergency Preparedness and Response
  • Contribute to the programme's emergency preparedness initiatives, and in an emergency, adapt his/her working arrangements to contribute to an effective humanitarian response from HI.
  • Take active part with the emergency team to respond in an emergency including psychological first aid, identifying protection risks of vulnerable people and providing basic information of available services, etc.
  • Referral to other services for emergency and comprehensive care, including medical, MHPSS, shelter, and other basic needs, also having the capacity to identify relevant protection services for survivors/at-risk persons and appropriate referral.
Educational Requirements :
  • A Master's Degree in Law, Human Rights Law, Humanitarian Law, International Law, Development Studies, Sociology, Social Welfare, Social Work, Social Science, Psychology, Political Sciences, Anthropology, Women & Gender Studies, Population Science, Public Administration.
Experience Requirements :
  • At least 2 year(s)
Additional Requirements :
  • Age at least 25 years
  • 02 years of protection job experience in the humanitarian context.
  • Previous experience of working with a non-governmental organization, UN, or local organization.
  • Previous experience of managing group sessions.
  • Experience working in the protection sector and multidisciplinary context.
  • Knowledge of humanitarian or development context(s).
  • Good oral and written communication skills in Bengali and English, Chittagonian or Rohingya, are an added advantage.
  • Computer knowledge (MS office package, including Excel- both in English and Bangla).
  • Able to work in challenging conditions.
  • Experience working within a team.
  • Rigorous and organized.
