- The Asia Foundation seeks an experienced Team Leader for the upcoming Civic Engagement Fund project funded by the Swiss Agency for Development and Cooperation (SDC). The Civic Engagement Fund aims to contribute to a peaceful, just and inclusive Bangladesh with a vibrant, pluralistic and independent civil society that enables people to claim their civic and human rights, enhanced accountability and transparency of institutions and that defends open and democratic spaces. This position is contingent upon funding.
- The successful candidate will be based in Dhaka and will be responsible for overall project management, including: providing vision, leadership, and guidance for the project team; developing and implementing work plans; overseeing operational budgets and performance monitoring plans; liaising with SDC, key government and civil society stakeholders at the national and subnational levels, and other donors and partners; identifying and mitigating project risks; and ensuring achievement of project results and objectives. The Team Leader will supervise key project staff and ensure compliance with the ethical, safeguarding, and financial standards and policies of The Asia Foundation and SDC. The Team Leader is expected to have strategic vision, strong leadership qualities, depth and breadth of technical expertise in civil society strengthening programming and funds management, and the professional reputation, management experience, interpersonal skills, and written and oral presentation skills to fulfill the diverse technical and managerial requirements of the role.
- The ideal candidate will have considerable work experience and networks in Bangladesh at the national and subnational levels and/or the South Asia region. Experience implementing complex and multifaceted projects is required, with knowledge of or experience in thinking and working politically, adaptive management and iterative approaches, and codesign processes with multiple stakeholders.
- Serve as the primary point of contact with SDC for contract, procedural, and substantive matters, and be responsible for quality control of the technical aspects of performance, procurement, personnel, reporting, and other management-related contract requirements;
- Provide technical leadership for program including providing technical advice on project activities, funding windows, and civil society capacity building
- Ensure efficient fund/grants management and coordination of CSO partners;
- Supervise a team of professionals and experts across various technical and functional areas.
- Liaise with Government of Bangladesh and build and manage relationships with SDC and other relevant development partner initiatives to synchronize and amplify Civic Engagement Fund outcomes.
Educational Requirements :
- Relevant degree in international development, public administration, public policy, or a related field of study;

- A minimum of seven years of experience as a Team Leader or Project Director or senior management role on a project of similar scope (experience managing SDC-funded programs preferred);
- Minimum of 10 years of relevant professional experience in a senior management position in a program of similar magnitude, preferably in the areas of: strengthening civil society's organizational/advocacy capacity; promoting gender equality and social inclusion; promoting government accountability; collaborating with government and civil society on policy reform and implementation; and strengthening evidence-based policy making.
- Ability to establish strong working relationships with a variety of stakeholders including the government representatives, other donors, and private sector interests;
- Proven success and exceptional leadership in the design, management, implementation, and monitoring, evaluation, and learning (MEL) of international donor-supported programs, with skills in strategic planning, thinking and working politically, adaptive management, budgeting, gender equality and social inclusion, and local capacity building;
- Excellent oral and written communication skills in English and Bangla.
