Islamic Relief Bangladesh is implementing different projects focusing on water, sanitation, hygiene, shelter, disaster preparedness, food, and non-food items distribution, etc. in the camps of Cox`s Bazar and Bhasanchar. Initially, we started with 2000 families in Bhasanchar. We have ensured food security for more than 4,000 families till December 2021 which is continuing. Apart from the regular monthly ration, we have provided a Ramadan Food pack which not only contained regular food items but also had premium quality rice, vermicelli, powdered milk, and dates. In 2021, we also provided Eid-Gift which has ensured attires (Lungi and Thami) for close to 4,600 families there. During Eid-ul Adha, Islamic Relief distributed adequate meat to all the FDMNs living in Bhasanchar. To keep the FDMNs warm and to protect them from winter, suitable winter clothes including blankets, shawls for both males and females, and hoodies for children were distributed for every family as well. FDMN`s living in Cox`s Bazar has adversely affected tremendous pressure on the people`s access to everything – shelter, food, water, sanitation, health, protection, education, and basic materials necessary for living with optimum dignity and safety. Islamic relief has been reaching out to a large number of families including host communities with different WaSH interventions like installation of Tube wells, construction of WaSH blocks, Latrines, Bathing facilities, Pipe Networking, de-sledding of latrines, and Child-Friendly Spaces considering the needs. Moreover, Islamic Relief has distributed PWD devices, environment-friendly stoves, clothes, mosquito nets, utensils, and solar lights. Islamic Relief Bangladesh played a crucial role after the massive fire broke out at Rohingya refugee camps in Cox`s Bazar on March 22, 2021. Emergency shelter and sanitation both were provided to thousands of people who became homeless by the devastating fire incident. In 2021, Islamic Relief has distributed warm clothes among 10,000 FDMNs and host community families in Cox`s Bazar. The Technical Coordinator will be based at Cox`s Bazar with frequent visits to Ukhiya & Bhasanchar & will work under the direct supervision of Program Manager

Job Responsibilities :
  • Ensure Planning, Designing, Supervision, Implementation, and Management of Shelter and Site Improvement and WASH activities (40%)
  • Mainly responsible for building capacities of the program staff and strengthening the Shelter, Site development, and WASH component in the implemented projects of HCRP.
  • Provide technical support and follow-up to the technical personnel and overall team for proposals development, design/redesign Shelter, Site development, and WASH activities.
  • Supervision of technical project staff implementing the Shelter and WASH activities implemented for FDMN in Cox's Bazar and Bhasanchar.
  • Act and ensure the necessary coordination with Shelter & WASH clusters/Sectors and develop necessary support documentation and structures for the functioning of the Shelter and WASH component.
  • Contribute to planning, design, and management of Shelter, Site Improvement, and WASH activities especially budget segregation, activities planning, Operation Plan and Identify the most appropriate project intervention based on need assessment through field observation, FGD, Community consultation, and close collaboration of community people, Mahji and other stakeholders.
  • Ensure the Shelter, Site development & WASH interventions focus on humanitarian response, early recovery, disaster risk reduction, and the ongoing effects of protracted forced displacement.
  • Support the development of a Community-led approach to Shelter, Site improvement, and WASH facilities for the FDMN and Host Community.
  • Represent IRB in discussion with external sectoral actors.
  • Guidance and provide Technical & Management support and assistance to field colleagues through meeting/orientations/on-the-job training for successful implementation of project activities in line with sector guidance and slandered with considering the specific needs of women, children, and other vulnerable and extreme vulnerable groups.
  • Maintain regular tracking and update on shelter and Site Improvement activities with necessary adjustments to ensure the timely completion of all construction/re-construction/building of works as well as supervise the whole implementation process of Shelter and site Improvement activities.
  • Carry out advocacy activities to promote Shelter & WASH Cluster objectives as well as ensure utilization of community and participatory based approaches in needs assessments including carrying out training sessions as required and ensuring appropriate information management.
  • Capacity building initiatives for project participants, key stakeholders, and project staff at the program level (20%)
  • Prepare Capacity building plan and facilitate training for program staff.
  • Provide capacity building to the staff and project participants.
  • Interact, build and nurture effective working relationships to foster coordination, collaboration, and partnership for increasing networking and advocacy with working groups, GO, NGOs, Ups, donors, and other institutions/ strategic stakeholders working on disability inclusion.
  • Ensure technical support and assistance to the beneficiaries to build their shelter by themselves with maintaining shelter performance standards (minimum and desired)
  • Organize training and workshop
  • Programme Development, and Reporting for IRB (20%)
  • Assist Programme Manager and Programme Development team in preparing project documents and interim and final narrative report as per proposal and project need.
  • Review all proposals and program budgets, when necessary, provide inputs to the development of new proposals by incorporating Shelter, Site development, and WASH interventions.
  • Review progress reports, project completion reports, etc. for different projects and components of IRB as per the reporting schedules and templates and provide support in ensuring timely reporting to donors
  • To ensure organizational visibility in different stages.
  • Contribute to Protection strategy and orientation of staff to ensure high program quality and ensuring alignment with standard methodologies.
  • Support Project Managers and Project Officers to ensure quality implementation and appropriate M&E systems, provide mentorship where needed to improve the effectiveness of these systems, and work to ensure outputs and impact data are captured and used to optimize program quality, developing assessment tools, and technical evaluations.
  • In collaboration with Senior Managers ensure smooth management and integration with disability inclusion.
  • Find opportunities for new programming, design and develop concept notes and proposals (based on program evidence) to grow the Shelter & WASH components
  • Ensures comprehensive and effective communication, coordination, and advocacy with different stakeholders (15%)
  • Ensure IR's active contribution in all coordination forums at the local level (sub-districts and camps)
  • Lead the process to generate evidence and document best practice practices, case studies
  • Ensure effective networking and coordination with CiC, RRRC, Site Management, Sector Coordinator for Shelter, Site development, and WASH activities.
  • Ensure appropriate links with national/local authorities, state institutions, civil society, and other relevant stakeholders, including effective coordination and information exchange with them.
  • Represent Islamic Relief Bangladesh in coordination meeting at Sector, RRRC, Upazila, and district level.
  • Provide support to set up and maintain a camp information management system in line with global Cluster guidelines including sex- and age-disaggregated data collection and transparent, yet appropriate, information sharing with all relevant stakeholders in a manner that upholds the principle of confidentiality.
  • Assist in liaising with partners, government representatives, donor agencies, national and international NGOs to ensure smooth implementation of the project.
  • Organized lesson learned workshop for further organizational development.
  • Other Requirements (5%)
  • Participate & involved with seasonal programs (Ramadan, Qurbani, Winterization, etc.) activities.
  • Ensure that local purchases and expenditures are done as per Islamic Relief Bangladesh policy.
  • Maintain the stock book, inventory, and another essential registers properly and timely in an effective manner.
  • Support in the procurement of materials like requisition, follow-up, etc.
  • Take initiatives to ensure the security of project staff and participants during the intervention.
  • Willing and able to travel frequently for extended periods and to remote areas of the projects.
  • Ensure the safety of team members from any harm, abuse, neglect, harassment, and exploitation to achieve the program's goals on safeguarding implementation and as well as Act as a key source of support, guidance, and expertise on safeguarding for establishing a safe working environment.
  • Being a member of Islamic Relief as a child-friendly organization, it is the core responsibility and obligation of each staff member to understand and obey IR Child Protection & PSEA Policy and respond accordingly as and when required.

Educational Requirements :
